The UIT Code: What It Is, How to Obtain It, and Why It Is Mandatory for Carriers

The UIT Code (Unique Identification Transport) is a unique alphanumeric code generated electronically through the RO e-Transport system. This platform, managed by ANAF (the Romanian Tax Administration), tracks the transport of high fiscal risk goods. Each UIT code is linked to a single shipment and contains:

• Identity of the sender and recipient

• Category and quantity of goods

• Vehicle and driver details

• Loading and unloading locations

• The transport period (valid for 5 calendar days from the declared start date)

The primary goal is to increase control over "sensitive" goods and reduce tax evasion. It is part of a broader digitalization of the Romanian fiscal system (alongside e-Factura), allowing authorities to verify in real-time if a shipment is legally declared.

The obligation generally falls on the party initiating or receiving the transaction, not the carrier. Specifically:

• The Recipient (for intra-community acquisitions)

• The Sender (for intra-community deliveries)

• The Supplier/Beneficiary (for domestic transactions of high-risk goods)

Note for Carriers: While the carrier does not generate the code, the driver must have it available (printed or electronic) during the entire journey.

High fiscal risk goods include, but are not limited to:

• Fresh fruits and vegetables

• Alcoholic and non-alcoholic beverages

• Tobacco products

• Clothing and footwear

• Construction materials (cement, stone, sand, iron)

• Metal products (pipes, profiles)

The code is mandatory for imports into Romania, intra-community acquisitions, and exports from Romania to the EU. It is not required for pure transit shipments (cargo passing through Romania without loading or unloading).

1. SPV Registration: Create an account in the ANAF Virtual Private Space (SPV) using a digital signature.

2. Access RO e-Transport: Log in and enter the transport notification section.

3. Data Entry: Input details regarding goods (NC codes), quantities, locations, and vehicle data.

4. Generation: The system generates a unique code that you must send to the carrier as a PDF or printed document.

Failure to provide a UIT code for mandatory goods results in severe fines:

Individuals: 5,000 to 10,000 RON

Legal Entities: 20,000 to 100,000 RON
